November 12 Land Use committee report

BANA receives notification of applications for permits for developments within the boundaries of the Boyd Acres Neighborhood.   Every Neighborhood Association may comment on the proposed development and its impacts on the residents. 

Land Use Report – Jim Beauchemin   November 12, 2018

I attended a public meeting on October 17th held by Sun Country Engineering, for a proposed 4 lot Subdivision in a Residential Standard Zone (RS) on .46 acres. The location of the subdivision is 20551 Fred Meyers Rd., Bend, OR (at the corner of Fred Meyers and Boyd Acres). Lots will be served by one alley entrance and houses should face the street frontages. Each residence will have garage parking. Water and sewage capacity is adequate. All zoning and Development Code requirements should be easily met. Roadway improvements will include proper sidewalks, curbing, drainage and shoulder paving. The land owner only wants to partition and prepare the legal subdivision status, then place the subdivision for sale. Development will be up to any new owner

There is a future public hearing to be held Monday, November 26 at 5:30PM in the City of Bend Council Chambers, 710 NW Wall Street. It will address proposed Bend Comprehensive Plan amendments to allow duplexes on 6,000 sq ft lots and triplexes on 9,000 sq ft lots in Standard Density Residential (RS) zones. This will change related lot size requirements downward from 8,000 sq ft and 10,000 sq ft respectively. See ePlans PZ-18-0825. Juniper Ridge homeless encampments:

At this time, I request that we refrain from any draft resolution regarding BANA's position on current encampments or possible future officially sanctioned homeless encampments in Juniper Ridge. This is not to be confused with or commingled under the term "Affordable Housing", which some advocacy groups are now doing. I believe this is not the correct time to be making such a resolution, as it could seriously complicate a BANA bid for a seat on the proposed Juniper Ridge Governance Board. It could also become an unnecessary advocacy issue in the community and media. Also, this is not an approved use under current Light Industrial (LI) Zoning. This should first receive extensive review and debate by the BANA Board. Note: I propose the above as a motion for board consideration.
North Triangle Development Proposal:

I have materials for a closed-door review by BANA Board members. Such materials will take time to present and understand. Also, there is a possibility that Ann Marie Colucci, landholder advocate/development proponent/representative broker, will become a future speaker at one of our board meeting. Perhaps we should schedule a board work session for this information.
Biking Facilities Network Planning & Standards update:

On November 9th, I met with Robin Lewis, Project Manager, with the City of Bend, regarding the status of the Biking Facilities Network Plan and Standards Implementation. She reported the following project progress: 

A Bikeway Design Guide has been drafted, it includes Level of Traffic-Stress (LTS) network mapping, standards and design drawings.

A GIS map with bicycle routes (including Level of Traffic Stress methodology) has been drafted.
Related Bend Development Code updates are being prepared.

There will be community comment outreach (a plan refinement tour) for the Biking Network Plan in 2019. Note: I asked that BANA may host such a meeting and it was affirmed we should.

Adoption into the Transportation System Plan will be considered by City Council in 2020.
US Hwy 97 Bend Parkway Plan - Phase II:

On October 12th, I attended the US Hwy 97 Bend Parkway Sounding Board meeting. I have the meeting handouts for an overview presentation on the plan elements and considerations. These materials will take time to present and understand.
