OCTOBER 20, 2021 MINUTES

Guest speaker Stacy Witte of REACH Out of Central Oregon

BANA October 20, 2021 minutes
Chair Kathy Roche opened the board meeting at 5 p.m. for business items.
The city has accepted the Compliance Report and appropriated this year’s budget of $9,600.  Since July 1 $3,600 has been spent for essentials such as the Post Office box rent, name tags, supplies and the annual meeting.

The Board voted to spend up to $100 for prizes for the pumpkin carving contest.  Ashlie Bibaud and Joette Storm will manage the contest.|
There are a number of meetings of interest:

Oct. 27 Powell Development LLC regarding irrigation rights on the Gumpert property

Nov. 8   Architects for the new headquarters library will meet via Zoom 

Comments on the Thermo Fischer building on Brinson are due Oct. 28.

Entries in the Jack-o-lantern carving contest are due Nov. 4.
There are now two vacancies on the board due to the resignation of Steve Stansbury. The board discussed ideas for recruiting additional members. Ashlie suggested posting flyers in neighborhood businesses.

Guest speaker Stacy Witte, executive director of REACH Out Central Oregon, explained the organization’s efforts to talk with persons camping in rights of way and along Hunnell Street to learn their story and what it will take to help them find housing.

 REACH has several partnerships that provide work and services.  The Bottle Drop, for example, sponsors persons to clean up city streets and pays them with gift cards for essentials. Of the six persons in the program, three have gone on to work in regular jobs.
               “Our goal is to empower people to help themselves,” she said.

A Safe Parking program allows up to five persons to park in Trinity Lutheran’s lot overnight.  Witte’s staff does background checks before accepting persons for the program.
She is seeing an increase in younger persons and families living on the street    The organization is funded by grants, donations and contracts with the city.
