In attendance: Chair Don Leonard, Secretary Larry Kierulff, Vice Chair Joette Storm, Land Use Chair Jim Beauchemin and guest Victor Chudowski
 
Don Leonard called the meeting to order and introduced Guest Speaker City Councilman Victor Chudowski. Victor C. presented his opinion on a city charter review and a compelling argument that choosing councilors by 6 wards and electing a mayor could mitigate 3 things that limit civic participation in city government, namely lack of representation, lack of accountability and barriers to entry. A charter review committee with Don L. participating will present its recommendations February 1st to city council.  In response to questions about challenges the city faces, he listed solving the Mirror Pond problem, completing a sewer expansion and providing an adequate transportation system in terms of maintenance and new construction. He suggested that part of the solution could be a replacement bond.
 
Land Use Activity reported by Jim B. included only a favorable review of a large 2-story self-storage facility at 62939 N Hwy97.  His unfavorable review of a housing subdivision on Purcell/Empire was also discussed.
 
Joette S. reported that the Rollover Grant Proposal to produce a Welcome to the Neighbor Kit is tentatively approved by the city. She presented prototype brochure for critique by the board. Larry K suggested that an article encouraging membership participation in the project should be included in the next newsletter.
 
Future Speakers and meeting dates were discussed. Larry K announced a TSAC meeting at City Hall December 15 at 815 am, a NART meeting City Hall at 4 pm and a Bend 2030 Tech workshop at a place TBD January 5 at 530 pm. It was decided that the next BANA meeting January 9 at a place TBD would focus on the Welcome Kit project.
