General Membership Meeting Agenda

6:00 Meeting Opened, welcome and introductions of Board members. Invitation to stay for the following board meeting, and for folks to consider applying for a board position.
Attending: Cindy King, Kathy Roche, Joan Miller, Tom Fisher, Jim Beauchemin.
Councilor Barb Campbell and 10 or more others.
6:10 Speaker: Chief of Police Mike Krantz
Bend Police have to prioritize Calls because of the number of calls. Busiest time is the summer season. Thefts –lowest level classified theft types are the greatest number of calls. One year ago, auto thefts rose in importance. 99% of alarms are false. New body cameras being issued to officers this week. Questions from the group: What would you change about the problems with homelessness? Response: all stories are individual. Better coordination of drug treatments, mental health treatment, medical treatment would help as they all exist as independent towers now. It will likely get worse before it gets better. Would welcome info on any town with a better approach. Bend has better weather than some locations. Some folks suffering from houselessness travel during the summer. Some are locals that lost their jobs. Legalization of certain drugs reduces charges but might not overall be helpful. Question: What about Hunnel Road and connections and problems of congestion and safety? Response: Act of being homeless is not a crime and Police are criminal enforcers. Police have no authority over Right-of-Way usage. City manager sets policy on removal of unsafe campsites. Police do not enforce parking violations. So, there will have to be an enforcement on safety. The Police look for evidence of drugs, stolen property. Whatever is done has to be implemented using Oregon legislature rules and court determinations. The Police work with the city manager and social service providers. There are folks that dump cars and RVs there that cost the city to dispose of. CDC says don’t move the homeless during COVID pandemic. Hunnel is a high impact area. There are also crimes against the houseless by transients. This victimization goes on but is rarely reported. Response to illegal fireworks: he has seen the video on the internet and pictures of garages full of incendiary devices. Last year, he saw thousands of fireworks being ignited all over the city. The problem is large. He plans on a communication message including Neighborhood Associations posting signs. If they have to write tickets it takes an officer 2 hours to complete and doesn’t seem to make a difference. July 4th is on a Sunday this year and will be one of their busiest days of the year. It will be difficult to keep up on accidents and serious crimes. Response to trends in crime and enforcement. The filled-out police survey shows good results. Ratings for trust and cooperation fell slightly from previous year. The online survey on crime reporting showed that most respondents did not have any contact with police. The department is working on improving.
6:45 Speaker: Laura Dykstra discussed her coupon flyer for area businesses with a BANA “free” sponsorship. Laura works at North Empire Storage. She would like to put together a flyer that would boost awareness of local businesses. There could be an option to gather phone numbers for a birthday month giveaway or coupon at a local business. The businesses would contribute to the cost. BANA would be mentioned.
The Chair welcomed Barb Campbell, from city council: the council has many irons in the fire but they can’t be discussed yet. There is now a year-round shelter that offers 2 meals, cot and a storage container. Being homeless is not a crime. Other actions that are unavoidable are also not crimes.
7:00 Board meeting
The board discussed Suzie Wittwer’s application to the BANA Board. She is interested because she has concerns about developments near her HOA. She is interested in the NLA position. Kathy Roche explained a bit about the NLA and what is required.
Financials- Joan: she circulated a spreadsheet prior to the meeting and included the cost of the city flyer that is coming out.
Land use - Jim Beauchemin—large satellite dish proposed in the Brinson industrial area.
NLA – Kathy circulated latest NLA info to the group earlier.
Business outreach - Tom Fisher –no report -out of time
Communications Committee – Joette –no report
Discuss who is able to be re-elected to the board in July and Recruiting new board and committee members- positions available are chair, land use, financials and possibly NLA and secretary (Kathy would like reduced duties but is willing to serve in her current role until chair and land use are filled.)
City-wide flyer-going out his week. Intent is to raise awareness of Neighborhood associations.
Plan Picnic Committee meeting –July, in Rockridge park.
Bulletin proposes to have a weekly NA column. We could perhaps use our newsletter points.
