Notes from the Chair:
Mayor Sally Russell has challenged the Neighborhood Associations to recruit more active members. What would it take for you to join a committee or the BANA board?
What activities would you like BANA to sponsor?
It is ever more important for Neighborhood Associations to represent their residents and businesses regarding the important decisions facing our City Council. If we want to influence those decisions, we need an active board.
We should begin planning the annual meeting. Is June or July better for families?
What would be a good theme? Is a picnic the best format? Volunteer to serve on the annual meeting committee by contacting Kathy at boydacres@gmail.com
BANA activities this year:
Kathy and Ashlie Bibaud continue to participate in land use actions within the neighborhood. Chris Rankin represents us on the library oversight board.
Tom Fisher interacts with businesses in the neighborhood.
Kathy communicates neighborhood interests and issues to the Neighborhood Leadership Alliance (NLA) and
Joette Storm edits the newsletter.
For input to any of these, you can send a message and ideas to: boydacres@gmail.com .
We continue to see a constant stream of applications for short term rentals –mostly whole house. The City Council, NLA and Neighborhood Association Round Table (NART) continue to discuss the permitting process. Now is a good time to let BANA, city councilors know how you view these within the Boyd Acres neighborhoods and how you see the current process working.
We have active construction on Brinson, Boyd Acres at Morning Star and along Britta. Please be aware of these areas and drive carefully in areas where there is active construction.

Protect Your Pets and Property from Pesticides
A bill passed by the Oregon legislature amending state law on pesticide use went into effect January 1. It targets Homeowners Associations (HOAs) and similar communities by giving property owners the option of opting out of having pesticides applied to their lawns and landscapes.
Barbara Rumer, Bend resident, has been tracking this legislation and the effort to remove pesticides from our land and waters.
“Most of us want safety for our children, our pets and ourselves,” she said. “As an owner, if you opt out, you also agree to do your own weeding.”
The bill offers an opportunity for all HOA boards to review and negotiate their landscape maintenance contracts so as to prohibit the use of certain chemicals.
Rumer provides some valuable sources of information on pesticides and what chemicals to avoid.
An example: [CONTRACTOR NAME] agrees to only use non-toxic alternatives to typical toxic herbicides like those found in the Products Compatible With Organic Landscape Management document, published by beyondpesticides.org
Here is a link to the bill.

Development in the Works for Old Farm Neighborhood
The City of Bend is hosting a second online open house on the Stevens Road Tract Concept Plan website where community members can learn more about the progress on the project and provide important feedback on development options. The virtual open house is online now until February 20, 2022 at bendoregon.gov/stevens-tract.
The City of Bend’s Growth Management Division is planning for the development of 261 acres of land on Bend’s east side. This project is in response to House Bill 3318 recently passed by the Oregon Legislature.
Addressing housing affordability and creating more housing in Bend is a City Council priority. The Stevens Road Tract project offers a unique approach to adding land to the Urban Growth Boundary for affordable and market rate housing.
