6:00 Board members: Mix and mingle. Attending: Cindy King, Jim Beauchemin, Tom Fisher, Joan Miller, Kathy Roche.
Sign in table: (Joan and Joette). Hand out shopping bags; door prize tickets; newsletter sign-up, board applications, direct to food table.
6:10 Cindy: Welcome and introduce: Deschutes County Commissioner Anthony Debone.
Has a tech background. There is money coming to the county from the Rescue Plan for child care and infrastructure. The Sheriff, who is an elected official, is responsible for implementing the Cohesive Strategy and Oregon living with Fire (Oregon: Living with Fire (oregonlivingwithfire.org) which includes how to be resilient to wind driven fire. The city of Bend’s plan for the Hunnel Road, its time to get serious about houslessness. Some action coming with partnerships with Bethlehem Inn, Long term support options. Churches are working hard, land is scarce. It is coordinated by the Bend City Council but is a 3 legged stool: churches, non-profits and businesses. County is public health, roads, attorney plus other. Managed camps—need to put it on paper. We already have Saint Vincent DePaul and Veterans Village. Still working on tax dollars to support. It is still to-be-determined how federal dollars will come and interact with the rest of the picture.
6:45: Joette and Cindy: Announce Door prize winners.
6:50: Cindy: Welcome and introduce Sasha Sulia, Parks and Rec Operations Mgr.
Sasha is operations manager for Park and Recreation: facilities, landscaping (turf), natural resources (natural areas), steward program (education), fleet and vehicles. There are new parks in the works: Northpoint, Petrosa park by the developers, and Goodrich pasture park in the Orchard Neighborhood. There is only 200 acres of turf out of 3,000 acres of parks. Trying to get connected trails but not there yet. Roads and Highway are big barriers. New pool—discussion of a westside facility. Tennis courts at Juniper, Sylvan and Summit. Plus, there is pickleball at Pine Nursery. Trail to the south to connect to Forest Trails. Looking for opportunities to for a trail to the north. Putting in more turf at Pilot Butte. Mud filled up the skate park bowls. Looking at trails along the piped former canals. Empire Crossing –issues with dog poop in the park –call the parks office if you have issues. The PRD will get some stewards on the problem. There is also a fine that police can issue.

7:15: Cindy: Open the meeting. Explain how we elect a new board every year.

Joette: Make a motion to elect the board as a group.
Cindy: Ask the BANA members to vote for Board members with a show of hands.)
Cindy: Recruit people for open board member positions; we will have applications available or email us and we will send them one. (The board will then have a short meeting before acceptance. –Since not all the new board and applicants were present, this did not happen.)
Jim: Explain that we vote in bylaw amendments and that we have made no changes this year. Traffic is not addressed in Land Use. There are 144 units planned at Boyd Acres and Morning Star.
Joette: Announce door prize winner.
Joan: Finance report. BANA and other NA are funded by the City and have to stick to a budget. We submit forms to be paid by the city.
Tom: Businesses update. This year we bought the prizes in order to support our local businesses.
Kathy: Explain what the NLA is and how you represent BANA. City has decided to bring together a representative from each neighborhood to form the Neighborhood Alliance. The city consults with the NLA on various issues. In addition, the NLA address topics that all or most of the NAs have a concern about. Topics vary but include: houselessness, street safety, water.
7:55: Jim: A word about Land Use and how Boyd Acres is fairing.
