Megan Perkins will tell us about herself, her views and commitment to our community, followed by Q&A (Hi and nice to meet you.  Mom of 3 kids. Loves being on council. Loves to advocate for folks in the community. Likes to hear what citizens are concerned about.

Cindy: NA survey, to folks who signed up. What are your specific goals

Megan: –wants to people to be able to eat, play, live, sleep in Bend. We need to make Bend affordable. We have a growing unhoused population, as we grow our city we need to be able to get around, traffic, bike access, increasing transit, Access and equity for folks who do not feel they are heard, all races, all abilities. City goals: equitable, traveling city hall, human centered, intimidating to be on city boards –remove barriers, better tools to communicate with constituents, Environment and climate –implements actions authorized by last council, create wildfire and resiliency plans, Safety accountability and justice –people feel safe seeking services but still feel safe, be sure we have trust in our public safety, shared property, good plans for SE, Juniper Ridge and Bend airport, equity mapping, Align with BEDAB-, Transportation and infrastructure. Partnerships with school district and parks, prioritize projects for water conservation, Emergency homelessness task force, modify city codes to allow for managed camps and other similar items, create housing for 500 or more folks, Leverage legislative opportunities to house folks, Reduce barriers as much as we can to address barriers.

Kelsey: developments with no yards, not kid friendly, she works for Park and Rec, lack of funding, codes that are not easy, sidewalk developments, no parks, no trails,--frustrating, granting exceptions, More money in the bond for sidewalks and maintenance, real money for transit.

Barb C: what is happening is not normal, previous council did not want to follow the rules, UGB review and expansion took 8 years, will be doing a needs analysis for housing and jobs to prime us for an expansion.

Jim: suggest a code overlay zone for the central district, most folks have moved here for the lifestyle, larger lots, trails, wondering if the council goals are chasing problems rather than enhancing what we have.

Jill M: northpoint abuts juniper ridge, defensible space, so many homeless there prior to north interceptor sewer, MP: yes need to prioritize at city level, some folks are not going to shelters by choice, but city needs to address where managed camps can be located while managing safety for local neighborhoods. BC—nationwide problem, city has projects all around the city.

Makayla: temp housing going thru council –removes distance requirements, Project turnkey is in the final 11 for funding: is too close to SVDP, Kayla-water use and xeriscaping –currently only talking about xeriscaping on city property, expect to see demo gardens. Stevens area development –working on changes to the bill to make it more advantageous to Bend. Talking about Bend getting some acres and build more housing.

2.            Committee reports

a.            Land use - Jim Beauchemin (sends our land use information to out emails, appreciate Tom and Kelsey to attend public meeting on parcel along OB riley road near Glen Vista, important to have representation at these meetings, access and walking are issues, Notice of decision on type 2 site plan for restaurant behind sugarloaf, short term rental on Ranch village, just renting out 1 room -no hearing, Notice of admin review for North Point park on Wellington St, good input by the community, Notice of pending administrative review for whole house short term rental on Killborn loop comments until March 22, Notice of intent to appeal conditional use on Glen Vista Rd access along Glen Vista for 20 lots along Glen Vista Road, waiver not to put in curbs and sidewalks but instead put in a pathway.

Makayla –Petrosa—BANA will get all notices, you can also sign up for individual email notifications.

b.            NLA (Neighborhood Leader Alliance) – Kathy- (last meeting we reviewed NLA accomplishments in the last year, talked about how new developments will be added to NA’s and how notification works for these areas. We also discussed the recommendations to for the turn-key -motel purchase to provide housing for homeless, NLA has postponed discussion of managed camps for now). City wants to do a survey with same questions all across town. Survey is for the city to determine what the NAs want. Joette’s survey is a separate effort. Also last month’s BANA notes have not been posted because the webpage was down when I tried.

c.            Business outreach - Tom Fisher (No report due to bad connection).

3.             Newsletter/NLA/NART/social media assignments -website update--$500—homepage would have 3 columns, some updates to calendar, NART -usually get about 10 attendees, others have done surveys, more q’s -more $s, printing costs more, CW used survey planet, Has not heard from schools for tree planting,

4.            Safety/slow down signs – Cindy (folks asked for signs, Cindy King did not like the ones the city provided, can we do a design contest or create our own.)

4.            Discussion about managed camps -if they let someone put a managed camp on their parking lot, only nearby neighbors would be notified.

4.            Flock Safety – Cindy-cameras for neighborhoods, $5,000 per set of cameras –with vehicle ID,

4.            New logo – Cindy fairly positive response.

4.            Arbor Day ideas April 30^th –working on getting a tree planted at Ponderosa elementary. Watch the website for details on how to join in.
