In attendance: Chair Don Leonard, Vice Chair Joette Storm, Secretary Larry Kierulff, Land Use Chair Jim Beauchemin, board members Cindy King and Jeff Silverman in addition to 2 guest speakers and 29 sign-ins.
Don called the meeting to order and introduced speakers Peter Powell and Lauren Powell of Powell Development Co. They presented again the master plan for Fred Meyer and other retail and housing projects on 50+ acres between Cooley and Robal along US 20. They said the biggest change and reason for the delay in plans is the roundabout required by ODOT at Cooley and US 20. Nevertheless, cost sharing discussion should be completed by June and plans for Council approval by October 2018. Many good questions and comments were exchanged including concerns for banks, restaurants, trees, lightning, drainage, transit, bikeways and the timetable. Reporting for the Charter Review Committee, Don L. reported that the May ballot will include a vote on whether the City will elect a mayor and whether council pay will be taken out of the charter.
Regarding plans for the Neighbor Leader Alliance, Larry K. said the subgroup has been in discussions with City staff and will give an update 3/15.
Jim B presented a description of 2 land use projects on which he commented--an annexation of 13.5 acres for a 600-pupil elementary school at Cooley/OB Riley and a craft brewery tasting room/food cart operation on Layton.
Joette S. spoke of an update to the website to include a monthly calendar and a few upcoming community events—a Bend2030 forum on transportation 4/23 and a Rock Ridge Park party 7/25. She reported tentative plans for a BANA general meeting at Pine Nursery. It was decided to hold a meet and greet 3/15 at Wild Root. The meeting adjourned at 730 pm.
